Membership

Committee members are initially selected based on technical competence, interest in ASCE and HSTC activities, and the potential to contribute to the HSTC. Incoming HSTC members may be either "corresponding" (non-voting) or "control" (voting) members. Committee members must be willing to devote substantial time and effort to HSTC activities and to pay a portion of the expenses associated with participating in HSTC meetings/activities. Additionally, inactive members shall be removed from committee membership. All "control" members of the HSTC are expected to develop a task committee proposal and serve as the sponsor of that task committee. Examples of task committees can be found on the Task Committee page. HSTC members may be requested to serve as an officer, i.e., Chairman, Vice-chairman, and Secretary. Selection as an officer will be based on interest and ability.

The opportunity to engage in HSTC activities shall be made available to as many qualified members of ASCE and other organizations as possible/reasonable. Maximum size of the HSTC is 10 control members and unlimited number of corresponding members. No individual shall serve simultaneously as a control member on more than two technical committees of the Division of Water Resource Engineering. Whenever possible, HSTC members shall be composed of members equitably representing different geographic regions, occupations, and organizations, i.e., academia, government agencies, and private sector.

Members of ASCE (at all membership levels) may be appointed to the HSTC as either control or corresponding members, taking into account their aptitude, experience, and potential ability to contribute. Non-members of ASCE can be appointed to the HSTC, but only as "corresponding" members.

Although not mandatory, Past-chairmen have taken it upon themselves to undertake a "special project" aimed at giving something back to the HSTC. Past-chairmen are encouraged to continue this tradition. Examples of special projects include the HSTC www site and the turn-over file for incoming HSTC chairmen.
